对于频内系统，低于's-Measure' 的才测量本小区的强度，因为是频内顺带测量同频邻区是容易的，不需要Gap。

The UE is however allowed to perform measurements also when the serving cell RSRP exceeds 's-Measure', e.g., to measure cells broadcasting a CSG identity following use of the autonomous search function as defined in TS 36.304 [4].
s-Measure
Serving cell quality threshold controlling whether or not the UE is required to perform measurements of intra-frequency, inter-frequency and inter-RAT neighbouring cells. Value “0” indicates to disable s-Measure.
至于切换需要满足一定条件，包括门限（A3/A5?)及时间要求:Timetotrigger，具体去见36.331.
