在mode9中，一定发送CSI-RS吗？

在36.213的7.2.3的第五段中说：[b]对于TM9, 如果反馈PMI/RI，则用CSI-RS来测量CQI，否则用C-RS来测量CQI[/b]
不明白为什么，是否反馈PMI/RI和测量CQI有啥关系？难道不反馈PMI的时候就不发送CSI-RS?
TM9：If the UE is configured without PMI/RIreporting: if the number of PBCH
antenna ports is one, single-antenna
port, port 0; otherwise transmit diversity
If the UE is configured with PMI/RI
reporting: if the number of CSI-RS ports
is one, single-antenna port, port 7;
otherwise up to 8 layer transmission
antenna ports is one, single-antenna
port, port 0; otherwise transmit diversity
