1. your UE capability information about CA bandcombination, make sure the expected CA bands information show correctly, nothing missing.
2. is your sCell supposed to be added blindly or measurement based(like eventA4/A3) or throughput based (once beyond some threshold, it would trigger the addition of sCell and activation of it)
3. sometimes sCell activation could also depend on the CSI reporting on sCell. If the SINR constantly stay below the threshold, the SCell will eventually become deactivated. then you would not be able to see any traffic on sCell


for item 2 and 3, you gotta look your CA mechanism, how it was implemented in your setup
