优化问题：LTE随机接入无法收到MSG4怎么办

各位大牛：

路测的时候发现UE在上行数据到来时经常遇到冲突解决失败的情况，preambleTransMax用完了还总是没法收到MSG4.下行覆盖质量正常，RSRP和SINR都很好，PDCCH CCE4
初始接入的时候不存在这个问题。
